Abstract:

Globalization has been a questioned concept since the phenomenon of modernity was criticized. Starting from the period when critical political economy began to be theorized in the 1960s, its gaining a new identity within the framework of neoliberal policies after 1980 made it necessary to evaluate globalization always together with current problems. Regardless of the way they look at the concept, it can be seen that thinkers agree on what globalized is. They are globalizing economic, political, social and cultural systems. The spread of these elements from the local to the global, or in other words, the globalization of the local, eventually led to the formation of a dominant culture throughout the world. Today, this culture is American culture. New digital technologies, internet-based communication opportunities and new media technologies enable the global circulation of culture faster than ever before in the era we live in. However, the dominant nature of the American culture, which has become dominant in the historical process, limits the possibility of globalization of other local cultures. Netflix, an American-based digital content platform that includes a wide variety of genres such as movies, TV series, reality shows, competitions and talk shows, also tries to maintain the dominance of this dominant culture. Netflix, which also produces local content in many countries, including Turkiye, restricts the originality of this content within a certain pattern, removes local linguistic uses from the productions it puts into global circulation, and leaves domestic production companies to do seasonal works that it finances. In this study, this situation is discussed in the context of critical political economy and it is questioned whether the local has the opportunity to globalize despite many new communication technologies today.

1960lı yıllarda eleştirel ekonomi-politiğin kuramsallaştırılmaya başlandığı dönemden başlayarak 1980 sonrasında neoliberal poltikalar çerçevesinde yeni bir kimlik kazanması, küreselleşmeyi her daim güncel sorunlarla birlikte değerlendirmeyi zorunlu kılmıştır.
