Abstract:

This study examines the Moroccan-American negotiations between 1955 and 1957 concerning the U.S. military presence in Morocco, based on official documents from the U.S. Department of State. The study focuses on the strategic motivations behind Washington’s establishment of military bases, which were part of a broader strategy to protect its interests in the Mediterranean region. This strategy was reinforced after World War II, as the economic and military importance of North Africa increased. However, with Morocco's independence in 1956, the Moroccan government-initiated negotiations with the United States to end its military presence, as part of its efforts to strengthen national sovereignty and secure the economic support needed to build a modern state. Through this policy, Morocco aimed to achieve a balance between maintaining positive relations with Washington and safeguarding its political and economic independence. This study adopts an analytical approach based on U.S. Department of State documents, which were analyzed to extract political and historical implications to answer the following questions: What is the historical context of the establishment of these bases? What was the Moroccan diplomacy’s stance on the U.S. military presence? How did this period affect Moroccan-American relations during a sensitive phase of the Cold War?.
