 يقوم تقييم الأداء ونظام إدارة الأداء على التكامل بين مجموعة من المعايير، من أجل تحقيق مفاهيم النجاعة، الفعالية، الكفاءة، الملائمة والعصرية داخل الوظيفة العمومية، والتي تهدف إلى تلبية متطلبات المواطن الزبون، لذا يجب ألا تبقى مجرد نظريات ومناهج وإنما يجب تطبيقها في شكل قواعد قانونية. اعتمد المقال على المنهج الوصفي والتحليلي، أما الوصفي فيتجلى في التعريف بتقييم الأداء ونظام إدارة الأداء، بينما تم اعتماد المنهج التحليلي بهدف تحليل مختلف النصوص القانونية لاسيما الأمر 66-133 المتضمن القانوني الأساسي العام للوظيفة العمومية، والمرسوم رقم 85-56 المتضمن القانوني الأساسي النموذجي لعمال المؤسسات والإدارات العمومية وصولا إلى الأمر 06-03 والمرسوم رقم 19-165. لم يعتمد المشرع الجزائري في مختلف القوانين المرتبطة بالوظيفة العمومية على نظام إدارة الأداء كنظام مستقل قائم بذاته. غير أنه اعتمد على أسلوب تقييم الأداء في إدارته للموارد البشرية والذي مر بدوره بمجموعة من المراحل بدءا بأسلوب التقييم بالتنقيط وصولا إلى أسلوب المقابلة.
                  The performance appraisal and performance management system is based on integration between a set of standards in order to realize the concepts of efficiency, effectiveness, competency , appropriateness and modernity within the public service, which aims to meet the requirements of the citizen customer, so it should not remain just theories and methods, but must be applied in the form of legal rules. The article relied on the descriptive and analytical method. The descriptive method is reflected in the definition of performance appraisal and the performance management system. While the analytical method was adopted with the aim of analyzing various legal texts, especially Order 66-133 containing the general basic law of public service, and Decree No. 56-85 containing the basic legal model for workers in institutions and public administrations, up to Order 06-03 and Decree No. 19-165. The Algerian legislature has not adopted, in the various laws related to the public service, the performance management system as an independent and stand-alone system. However, he relied on the method of performance appraisal in his management of human resources, which in turn went through a set of stages starting with the drip evaluation method and ending with the interview method.
