Abstract:

Public-private partnership is a public service delivery model that is created by bringing together the public administration and the private sector and built on a partnership relationship. While the state aims to provide modern, quality, economic and healthy services to the citizens with its limited resources, it can evaluate the projects it will invest in according to the degree of importance within itself. In some projects, it can find a collaborator and follow a sharing policy on resource, time and risk issues. In short, while public-private partnerships provide long-term financial resources for the states and provide the opportunity to implement projects before normal conditions, it also increases the possibility of gaining income for the private sector thanks to a cooperation with the state and decreases the risks it will take. When we look at the issue from a different perspective in terms of the private sector, although public services and infrastructure projects carry high risks, on the other hand, they also bring great profit rates. In this study the public private partnership model adventure in Turkey was examined the and evaluations were made in order for the model to give more economical, effective and productive results. In this context, Turkey's model of development based on application areas and sectors (health, transport, energy) were examined over the project, At the conclusion of by giving place to the advantages and disadvantages of the model, an environment was tried to be prepared for the reader to make an objective evaluation.
