 يؤدي الكادر التمريضي دورا هاما في تقديم الخدمات الصحية، وتعتبر المملكة العربية السعودية من أكثر الدول استقطابا للكوادر الأجنبية في المجالات الطبية. حيث تبلغ نسبة كادر التمريض الأجنبي في المملكة 52% (إحصائيات وزارة الصحة، 1431هـ)، الأمر الذي يتطلب أن يتم اختيارهم بناءا على سياسات واستراتيجيات وأليات محددة وواضحة. تنفذها لجان على درجة عالية من الكفاءة. لذا تسعى هذه الدراسة إلى التعرف على مدى توفر سياسات واجراءات وآليات استقطاب كادر التمريض والصعوبات التي تحول دول استقطاب كوادر تمريضية مؤهلة. من خلال الإجابة على الاسئلة المحورية التالية: هل توجد سياسات مكتوبة ومفعلة لاستقطاب كادر التمريض الأجنبي في وزارة الصحة ؟ هل تتوفر إجراءات محددة ومكتوبة لاستقطاب كادر التمريض الأجنبي يتم العمل بها في الوزارة ؟ ما هي الصعوبات التي تواجه استقطاب كادر التمريض الأجنبي ؟. تم استخدام المنهج الوصفي التحليلي في تطبيق هذه الدراسة. كما تم استخدام الاستبانة والمقابلات الشخصية لجمع البيانات. وقد شمل مجتمع الدراسة المسئولين في وزارة الصحة، وتم اختيار عينه عشوائية من العاملين في الادارات ذات العلاقة بعملية استقطاب كادر التمريض، متمثلة في إدارة التعاقد في الوزارة، إدارات التمريض بمختلف مناطق المملكة وإدارات الموارد البشرية. وقد بلع عدد مفردات العينة (58) من موظفي الادارات السابقة الذكر، ومن أهم النتائج التي توصلت إليها الدراسة أن نسبة (51%) من عينة الاستبانة يرون أنه توجد سياسات لاستقطاب كادر التمريض. في حين أن (75%) من الذين تم إجراء المقابلات الشخصية معهم وعددهم (7) يرون أنه لا توجد سياسات مكتوبة، كما أن (54%) موافقون على وجود اجراءات لاستقطاب كادر التمريض، إلا أن الباحثين لم يتوصلوا إلى أدلة أو كتيبات تحتوى على سياسات أو اجراءات للاستقطاب. في حين أن (52%) اعتبروا راضون عن الأساليب المتبعة لاستقطاب كادر التمريض. كما توصلت الدراسة إلى أن أهم الصعوبات التي تواجه استقطاب كوادر مؤهلة ضعف المزايا المالية المقدمة لكادر التمريض، عدم وجود قاعدة بيانات توضح احتياجات وزارة الصحة من كادر التمريض الأجنبي، عدم توفر كوادر تمريضية ذات خبرة ومؤهل عالي في الدول المصدرة، وعدم ملاءمة تخصصات أعضاء اللجان مع التخصصات المطلوب استقطابها، عدم ملاءمة معدل التمريض لعدد سكان المملكة (4.1) ممرض لكل ألف نسمة، وهو أقل من المعدلات العالمية المعتمدة من قبل منظمة التنمية والتعاون الاقتصادي الأوروبي والذي يصل (9.66) ممرض لكل ألف نسمة، ومن أهم التوصيات إعداد دليل موحد لسياسات وإجراءات استقطاب كادر التمريض بمشاركة جميع الجهات ذات العلاقة في تقديم الخدمات الصحية والاستفادة من التجارب الناجحة عالميا من خلال تبني السياسات والإجراءات الفعالة في استقطاب كادر التمريض، وضع قاعدة بيانات لتحديد الاحتياجات الفعلية من كادر التمريض لوزارة الصحة بمشاركة مديريات الشؤون الصحية بجميع مناطق المملكة، ووضع معايير الكترونية لاختيار أعضاء لجان الاستقطاب.
                  Nursing staff tend to play an important role in the provision of health services, and Saudi Arabia is considered as one of the most recruiting countries for foreign staff in the medical fields, where the proportion of foreign nursing staff in the Kingdom is about (52%). A fact that requires policies, strategies and specific clear tools, when selecting nursing staff, carried out by committees of high degree of efficiency.  Therefore, this study seeks to identify the extent of provision of policies, procedures and tools to recruit nursing staff and the difficulties that stand against recruitment of qualified nursing staff. This is made through answering of the following main questions: Are there written and practiced policies in the Ministry of Health for recruitment of foreign nursing staff?  What are the difficulties facing recruitment of foreign nursing staff?  Descriptive method is used in this study as well as questionnaire and personal interviews to collect data. Study population included officials from the Ministry of Health and a random sample is been selected among workers in the departments related to the process of Nursing Staff recruitment, represented in Contract Administration in the Ministry, Nursing Departments in the various Kingdom' regions and Departments of Human Resources. The number of the sample is (58) employees of the above-mentioned departments. The main findings of the study are  concluded in that a proportion of (51%) believes that there are policies for nursing staff recruitment. While (75%) of those who were interviewed, see that there are no written policies. Also, (54%) agreed on the existence of procedures to recruit nursing staff. However, the researcher did not find any guides or manuals containing policies or procedures for nursing staff recruitment. Also (52%) are satisfied with the methods used to recruit nursing staff. The study also found that the most important difficulties of recruiting of qualified staff are: poor financial benefits provided to nursing staff, non-provision of a database for the Ministry of Health' requirements regarding foreign nursing staff, non provision of qualified and expert nursing staff at countries of origin, lack of harmony between committee members' specialties and the specialties required to be recruited. Also nursing rate does match with Saudi population (4.1 nurse/1000), which is less than the international rates approved by the European Organization for Development & Economic cooperation which reach (9.66 nurses/1000). The main recommendations of the study are: Preparation of a unified directory for policies and procedures regarding recruitment of nursing staff with participation of all authorities relevant to. health services provision, obtaining of benefits from global successful experiences through the adoption of effective policies and procedures in respect to recruitment of nursing staff, developing of a database to determine the actual needs of the nursing staff for the Ministry of Health with participation of Health Affairs' Directorates in the whole regions of the Kingdom and developing of electronic standards for selection of recruitment committees' members.
