Abstract:

It is known that the state made counts for financial purposes such as timar and avarız in the period of the Ottoman Empire. However, the first general census in the Ottoman Empire began in 1830-1831. The major purpose of the census in this century is the supply of troops for the newly established Asâkir-i Mansûre-i Muhammadiye army. However, besides applications such as tahrir and avarız, there are other counts made in the 1770s for pragmatist purposes. In this context, there are various counts made during the aforementioned period for the application of nefir-i amm, which means obligatory / voluntary military conscript, which is made as required in case of war. In addition, there are also regional population registrations made in order to prevent banditry activities, especially in Rumeli, except for the recruitment of soldiers. In this study, the counts carried out for the purpose of writing soldiers for the nefir-i amm applications in Rumeli mentioned above and the determination of the bandits were mentioned. In addition, another census that can be named as a pioneer to the first general census is the census of the Evlâd-ı Fâtihân groups in Rumelia in 1826. In this context, it can be claimed that the aforementioned census is the first example of census and writing in the Ottoman Empire with the Istanbul census of 1826.

Osmanlı Devleti’nin klasik olarak adlandırılan periyodunda devletin timar, avarız gibi mali amaçlara hizmet eden sayımlar yaptığı bilinmektedir. Bununla beraber Osmanlı İmparatorluğunda genel manadaki ilk nüfus sayımı 1830-1831 tarihinde icra edilmiştir. Bu yüzyıldaki nüfus sayımlarının temel amacı yeni kurulan Asâkir-i Mansûre-i Muhammediye ordusu için asker teminidir.
