 لم تعد قواعد القانون الدولي متساوية في قيمتها القانونية وقوتها الإلزامية حيث جاءت اتفاقية فينا لقانون المعاهدات لسنة ١٩٦٩ م لتضع نوعا من التدرج بين القواعد الدولية الأمرة وبين غيرها من القواعد القانونية الدولية.  والقاعدة الدولية الآمرة هي قاعدة عامة من القواعد العامة للقانون الدولي تمثل للمجتمع الدولي مرتبة أسمى من القواعد الأخرى في النظام القانوني الدولي لذلك لا يجوز مخالفتها أو الاتفاق على مخالفتها ولا يمكن تعديلها إلا بقاعدة لاحقة من قواعد القانون الدولي العام لأنها لا تهدف إلى حماية مصالح فردية للدول إنما تهدف إلى تحقيق المصلحة العليا للمجتمع الدولي بأسره، لذلك يجب أن يكون معترف بها ومقبولة من قبل الجماعة الدولية، وان لا تكون قابلة للانتقاص وإلا انعدم الغرض منها.  وقمنا بتقسم هذا البحث إلى مبحثين تناولنا في المبحث الأول مفهوم القواعد الآمرة وخصائصها في القانون الدولي. وتطرقنا في المبحث الثاني إلى آثار القواعد الآمرة في القانون الدولي.
                  The rules of international law have not be longer equal in their legal value and in their binding force. The Vienna Convention on the Law of Treaties of 1969 laid a kind of gradient between peremptory norm and other international rules.  The Peremptory International Norm is a general rule of international law that represents the international community a higher order than the other rules of the international legal order. They may not be breached or agreed to be breached and may only be amended by a later rule of general international law, because they are not intended to protect the individual interests of countries. They are aimed at the best interest of the entire international community, It must therefore be accredited and accepted by the international community, and should not be inviolable or otherwise lack its purpose. The research has divided into two sections in the first section the concept of the peremptory norm and characteristics of international law, and in the second section the effects of the peremptory norm in international law.
