Abstract:

Neighborhood is one of the most important elements of urban life. Besides being a residential area; it has also significance in terms of regulating social life, strengthening the solidarity, increasing the urban security and citizenship awareness. On the other hand, the cases such as rapid and irregular course of urbanization and the weakening of neighborhood relations harm the components that make the city livable, such as the urban security and urban consciousness. As a result, it is possible to see negative cases in urban life, from public health to urban economy in many areas.
It is possible to claim that the understanding of "urban security", which can be expressed as the city residents feel themselves safe during their life, is proportional to the functionality of the neighborhoods. In this context, it is necessary to direct the attention of the city residents to the neighborhood in order to increase the function of the neighborhoods.
In this study, it was discussed the meaning of neighborhoods in terms of urban security by pointing out them from past to present. In this context, it was aimed to discuss the process of the neighborhoods from the Ottoman period to the Republic of Turkey and to evaluate its possible contributions to urban security. In the last part of the study, basic predictions were presented for the application of “Neighborhood Information System”, which is designed as technology based in order to increase the functions of the neighborhoods and to facilitate the lives of citizens. In this context, the function of the Neighborhood Information System, the possible benefits of the system, the contributions to the neighborhoods and the city were tried to be evaluated at basic level. It was pointed out the suggestions of implementations for increasing the importance of neighborhoods in terms of central government, local governments and citizens.
