Abstract:

Summary Violence associated with sports events has become a serious social phenomenon that concerns modern societies, as it reflects broader social changes and human behavior. While sports are meant to promote fair competition and entertainment, they have increasingly become a setting for criminal acts that threaten public order and security. Stadium violence is a global issue affecting both developed and developing countries, due to the acts of vandalism, physical assaults, and sometimes fatal incidents that accompany sporting events. Factors such as large crowd attendance, excessive fanaticism, and the emergence of organized supporter groups known as “Ultras” have contributed to the escalation of hooliganism, despite their role in creating spectacle and excitement in stadiums. In Morocco, violence in football stadiums has become particularly noticeable, prompting the authorities to adopt a comprehensive criminal policy combining preventive, awareness-based approaches with strict security and punitive measures. This approach includes awareness campaigns, the creation of specialized security units, and legislative intervention through Law No. 09-09, which amended the Penal Code by criminalizing acts of violence and disorder related to sports events. Linguistically, violence refers to harshness and lack of gentleness, while legally and socially it is defined as any physical or moral act, direct or indirect, aimed at causing harm to individuals or property and constituting a violation of the law. Violence in sports events includes all unlawful acts, statements, and behaviors occurring inside or outside stadiums, before, during, or after sporting competitions, which endanger personal safety, damage public or private property, and disrupt public order. Keywords : Stadium Violence, Sports Hooliganism, Sporting Events, Public Security, Criminal Policy, Moroccan Penal Code.
