Abstract:

The issue of irregular migration in the Maghreb is ultimate transnational. It concerns, on the one hand, Maghreb states, which now have a triple status: land of transit, departure and reception. It also involves Europe, which remains the ultimate goal of migration from North Africa and Sub – Saharan Africa. The management of this file is therefore a matter of cooperation between two blocks that are not only unequally strong but also have different statuses. For if, Europe has reached a certain degree of convergence in the safe management of irregular migration, Maghreb states remain individualistic and permeable to the palpable influence of Europeans who have opted for security approach.
