 ملخص
تــضع الجامعات اليوم في أولى أولويــــــــاتها البحث في أهم السبل التي تمكنها من التقييم الفـــــــعال لأداء مواردها البشرية كأسلوب هام لضمان جودة الأداء الجامعي وباعتبارها مؤسسة خدمية تعمل على بناء العقول وخلق الكفـــــــاءات التي توجه إلى النهـــــــوض بالمجتمعــــات المحلية والدولية وفي كافة المجالات، هذا يصعب عليها تقييم وقياس ما لا يقاس (الموارد البشرية والفكرية)، مما جعلنا نبحث في أهم الأساليب التي من شأنها مساعدة الجامعة على تقييم أداء مواردها البشرية تقييما جيدا شاملا ودقيقا، يمكنها من اتخاذ قرارات فاعلة في ما يخص مختلف قضايا إدارة الموارد البشرية ومن ثم تحقيق الجودة في كل مخرجاتها ومن أهم أساليب التقييم الأكثر دقة وشمولية هي بطاقة التقييم المتوازن، حيث ستعمل الباحثتين على إعطاء تصور مقترح لتطبيق هذا الأسلوب على الأداء غير الملموس صعب القياس (الأداء البشري) والذي يظل قياسه إشكالا جاري البحث فيه من طرف المختصين والباحثين في مجال تقييم الأداء البشري
Abstract
Today universities have put in their first priorities, finding the best ways that allow them an effective evaluation of the performance of its human resources as an important means of ensuring the quality of university performance It is considered a service institution that works to produce and transmit knowledge and create an elite that participate in the progress of local and international communities in all areas, it is difficult to assess and measure what n is not measurable (human and intellectual resources) which brings us to determine the methods that would help the university to evaluate the performance of its human resources, a complete and accurate assessment enabling it to make appropriate decisions regarding the various human resources management issues and thereafter ensuring quality in all its achievements Among the most accurate and comprehensive evaluation methods: the balanced score card, These two researchers proposed a simulation provides for the application of these method to intangible and difficult to measure performance in this case human performance, including the assessment remains problematic and still relevant for specialists and researchers in this domain.
