Abstract:

One of the members of the first German military committee sent to te Ottoman Empire as a result of the Ottoman-German rapprochment during the reigon of Abdulhamit the 2nd was Cavalry Captain Von Hobe. Like the other officers serving the Ottomans and promoted to higher ranks Von hobe Pasha made a name for himself due to his activities related to Istabl-ı Amire (The Imperial stables) rather than military reforms. Von Hobe Pasha who used the titles of “Mirahur (Master of the Horse)”, “Commander of Hassa Horse Barns” and “Istabl-ı Amire Müdürü (The Grand Equerry)” dealt with rearrangement of these institutions and was especially responsible for procuring horses from abroad. His services to the Istabl-ı Amire (The Imperial stables), particularly, can be ilucidated by means of the Ottoman archival documents bearing his own seal as well as the documents related to his appointments, promotions and other services. Von Hobe Pasha who was influential in the communication between Abdulhamit the 2nd and German Emperor and sending mutual gifts to one another, dealt also with the officers sent to Germany for training. Von Hobe Pasha who drew attention for bringing forward the financial demands as well as the invitations and feasts he gave, had a lively social life. The “report issue” he experienced with Goltz Pasha and the conflicts with the ambassador were deceisive for him in leaving the country, in spite of his long stay in İstanbul together with his wife.
