The purpose of the study is to examine Curriculum and Instruction (CI)
Postgraduate Program in Turkey based on field experts’ views. This study
focuses on problems of Curriculum and Instruction Program (CIP) field and
opinions on the organization of the programs. The participants of the study,
which is based on a case study for the purpose of evaluation, were 50
instructors working in the CIP field in 33 institutions. An expert panel model
was used to collect the data. Under the model, the participants shared their
views with a moderator and a moderator assistant in five groups. The views were
recorded verbally and written by the reporters and analyzed through inductive
analysis. The findings of the study revealed the necessity of the development
of CIP field, the existence of various problems at the field of training
instructors and students, and of developing the programs in terms of level and
content. The problems raised in the development of the field were gathered
under the themes of quality of the studies, basic terms, expert recognition and
cooperation with different institutions. By focusing on the structures of
Master’s and PhD programs, the views of determining the content of the programs
and the provision of standardization rise to prominence within the framework of
the organization of the programs. Regarding the structure of the courses in the
program, the arrangement of the courses, the course contents and the way of
processing them are among the outstanding findings.

Bu
çalışmanın amacı, Türkiye’de Eğitim Programları ve Öğretim (EPÖ) lisansüstü
programlarının sorunlarının belirlenmesi ve programların geliştirilmesine
ilişkin görüşlerinin incelenmesidir. Araştırmada EPÖ alanına yönelik sorunlar
ve programların geliştirilmesine ilişkin görüşler üzerinde durulmuştur.
Değerlendirme amaçlı durum çalışması desenine göre gerçekleştirilen
araştırmanın katılımcıları, 33 kurumda EPÖ alanında görev yapan 50 öğretim
elemanıdır. Araştırmanın verilerinin toplanmasında uzman paneli modelinden
yararlanılmıştır. Model kapsamında katılımcılar beş gruba ayrılarak bir
moderatör ve moderatör yardımcısı eşliğinde görüşlerini paylaşmışlardır.
Raportörler tarafından sözlü ve yazılı olarak kayda alınan görüşler tümevarım
analizi ile çözümlenmiştir. Araştırmada ulaşılan bulgular, EPÖ alanın gelişimi,
öğretim elemanı ve öğrenci yetiştirme alanlarına yönelik çeşitli sorunların
olduğunu, programların düzeyi ve kapsamı açısından düzenlenmesi gerekliliğini
ortaya koymaktadır. Alanın gelişimi konusunda ileri sürülen sorunlar
çalışmaların niteliği, temel kavramlar, uzman tanınırlığı ve farklı kurumlarla
işbirliği temaları altında toplanmıştır. Programların geliştirilmesi kapsamında
yüksek lisans ve doktora programlarının yapısı üzerinde durularak, programların
kapsamının belirlenmesi ve bir standardizasyonun sağlanması görüşleri ön plana
çıkmıştır. Programdaki derslerin yapısına yönelik olarak da derslerin, ders
içeriklerinin ve işleniş biçimlerinin düzenlenmesi öne çıkan bulgular
arasındadır.
