Abstract:

The liberalization policies in Turkey after 1980 have opened the new management policies to question. In this process, the concepts of decentralization that means the devolution of power and responsibilities to lower levels of administration, and financial decentralization as the most important part of decentralization have become much debated. Also the debates related with the applicability of financial decentralization process in Turkey that refers to the devolution of power of public spending and driving revenue to local governments necessitate to be undertaken the historical development of financial administrative culture in Turkey. Because of the fact that the experiences related with the financial decentralization in Turkish administrative culture which qualified as the continuation of the Ottoman administrative tradition, are attributed to light the way for contemporary discussions. In terms of the evaluation of tradition relating to financial decentralization in Turkey, two different periods as before and after the Republic could be argued out. Also Tanzimat Reforms in which the modern administrative conception had begun to be shaped is accepted for the beginning of the period before the Republic.
