Abstract:

The Algerian banking system, within the financial structure of the economy, has an important role in mobilizing resources and financing development through its competency to flow treasury among the national economy. However, the Algerian banking system experienced a general economic degradation situation before the process of comprehensive economic reforms began. The banking system of the government on all financial required , and the capital policies followed dominated by the nature of financial government, which led to the inefficiency of resource mobilization and misappropriation, and the banking system was complaining of structural unfairness resulting from the lack of competition at different levels Banking and financial activity, in addition to this irrational retail banking activities draw out the efficiency of investment portfolios, weak governance and give administrative nature as a result of administrative pressures metadata because of the rule of the public sector on the ownership structure. For these and other reasons, the latter witnessed the first reform measures undertaken by the Algerian state as an basic step for economic and financial reform. This was executed by the adoption of Law No. 90 of 14 April 1990.
