Abstract:

Local development is a major preoccupation of Algerian governments, which multiplied and diversified policies and actions in this domain. However, these actions, which mainly focused on public spending as a vector of local development, did not give great importance to the effort to exploit the resources of the territories.
This paper examines the issue of the exploitation of territorial resources through the development of organizational skills to achieve the attractiveness of local communities. The theoretical analysis adopted in this paper by mobilizing models and concepts aims to propose an appropriate managerial approach to the development of organizational skills. An approach which encourages the local administration to make better use of their resources, as well as the resources of the territories.
The development of new skills leads to improving the competitiveness and attractiveness of Algerian local communities through better use of resources, which leads to desired territorial development.
