Abstract:

This study aims to identify the perceptions of corruption, the reasons for its spread, its prevalence in government institutions, reform priorities, and national efforts to fight it from the standpoint of workers in government institutions. To achieve the objectives of the study, a random sample of (278) individuals) was selected, and the tool developed by Albadaina (2010) was used for the perceptions of corruption, and this tool in turn is based on international standards such as the Corruption Perceptions Index (CPI). The results showed that the main reasons for the spread of corruption is the intervention of influential people, nepotism, lack or weakness of control, lack of seriousness of the government to fight against corruption, and that the reform priorities are the economic and social reform. According to the corruption perceptions, the study shows that with respect to bribery, senior officials, political leaders, commercial license directorates, and ministries occupy the highest position. With respect to the use of personal relationships, senior staff, ministries, political leaders and police occupy the highest position. Senior and junior staff, commercial license directorates and the House of Representatives rank highest in the area of encroachment on public money and public property. In the field of the spread forms of government corruption, the study shows that the decision-making for personal benefits, nepotism, bribery and profiteering from a job are the most common. As for the national efforts to fight against corruption, bringing corrupt people to courts, the efforts of the Anti-Corruption Commission, and the achievements of the government occupy the highest rates. There found no statistically significant differences in the measures of corruption in general due to the sector variable, gender, educational level, job positions, age, and income. The study makes a number of recommendations.
