Abstract:

Compulsory military service has been rendered anoclıronistic, because conscription is the notion of the last two centuries, clearly defined with the concept of nation states as the only sovereign subjects in international politics. Nevertheless, the democratic changes and reforms of 1990's in Central and Eastem Europe have changed the post war Europe and the bloc confrontation, which have the dominated policies in Europe after World War II. Besides, the war that have been outbroken in Yugoslavia and the intervention by NATO clearly indicates that the basic priority about military conflicts in Europe is not 'territorial defence' anymore. Therefore, some of the EV member states have abolished conscription during the last years. At the same time, all EV members have accepted conscientious objection as a fundemental right and have adopted alternative public service instead. Even in some countries as Germany, alternative service has become very important to maintain the welfare system tlırough acheaper labour force. Consequently, one can easily say that, alternative public service would create"the same results in countries which have a much younger population. In Turkey, conscientious objection has not to be acknowledged. This comparati ve study aims to contribute to the debate on conscription and conscientious objection in Turkey
