 The superstructure maintenance and repair costs, which have a large share in the maintenance and operation costs for the protection of the highways, which are the assets of the countries, are most affected by the traffic load, climate and environmental conditions. In Turkey, MOC studies of state and provincial roads, which are under the responsibility of the General Directorate of Highways, are carried out with a mixed method in 17 regional directorates. The statistical significance of the results and the usability of the regression equation were checked by performing parametric multiple linear regression analysis in the SPSS package program with the independent variables of the MOC costs, precipitation, standard axle load number and bituminous hot mix BHM flexible pavement FP ratio for 2021, when facility costs were not included. The estimated cost of the regression equation across the country is 0.992 times the actual cost. This ratio varies between 0.72 and 1.39 in regional directorates. It was determined that the BHM  FP ratio decreased the MOC cost, while the amount of precipitation and SALN increased. For this reason, in order to reduce costs throughout the country, it is necessary to increase the ratio of BSK and to improve drainage especially in existing surface coatings.

 Ülkelerin varlıkları olan karayollarının korunması için yapılan bakım işletme maliyeti içerisinde büyük paya sahip olan üst yapı bakım onarım ÜBO maliyetlerini trafik yükü, iklim ve çevre koşulların en fazla etkilemektedir. Ülkemizde Karayolları Genel Müdürlüğü KGM sorumluğunda bulunan devlet ve il yolarının ÜBO çalışmaları 17 adet bölge müdürlüğümde karma yöntemle yapılmaktadır. Tesis maliyetleri dâhil edilmediği 2021 yılının ÜBO maliyetleri yağış, standart dingil yükü sayısı SDYS ve bitümlü sıcak karışım BSK esnek kaplama ES oranı bağımsız değişkenleriyle SPSS paket programında parametrik çoklu doğrusal regresyon analizi yapılarak, sonuçların istatistiksel anlamlığı ve regresyon eşitliğinin kullanılabilirliği kontrol edilmiştir. Ülke genelinde regresyon eşitliğinin tahmini maliyeti gerçekleşen maliyetin 0,992 onarındadır. Bu oran bölge müdürlüklerinde ise 0,72 ile 1,39 arasında değişmektedir. ÜBO maliyetini BSK ES oranın azalttığı, yağış miktarının ve SDYS artırdığı tespit edilmiştir. Bu nedenle ülke genelinde maliyetlerin azaltılması için BSK oranının artırılması ve özelikle mevcut sathi kaplamalarda drenaj iyileştirme çalışmalarının yapılması gerekmektedir.
