Abstract:

One of the greatest transformations for the Ottoman Empire in the 20th century was the constitutional monarchy declared on July 23, 1908. This constitutional monarchy, proclaimed by Abdulhamid II under the influence of the Committee of Union and Progress, was regarded by other European states as a positive development for the Ottoman Empire in terms of both democratic and constitutional guarantees. In the US public sphere, the proclamation of the Second Constitutional Monarchy was seen as a gain for the Ottoman Empire within the framework of the rights granted to minorities. This development, which is seen as a milestone in Turkish political history in terms of the establishment of political parties by the people, was written to evaluate it in the US public opinion and to understand the USs impressions of the Ottoman Empire and how the innovations brought by the parliamentary monarchy were evaluated in the foreign press. In our study, we evaluated this major political change from a foreign perspective by analyzing statements and headlines from many foreign newspapers, such as the Daily Herald News, Morning Star, and Abidene Daily News. The study aims to convey the repercussions of the Committee of Union and Progress, which was part of the Second Constitutional Era, both in the US public opinion and in the Ottoman Empire.
