Abstract:

In this
article, Arab Spring -in general- and Libyan Civil War -in particular- are
taken under investigation. Impacts of Arab Spring on countries of the MENA
region will be examined in the lens of crisis management. By so, the terms
modern state and the failed state will be the base of the arguments.
Accordingly, it is emphasized that failed states are the essential elements
that reproduce the system of modern states rather than threatening it. While
the modern state represents good, it is not a coincidence, but a necessity,
that the failed state represents evil. This necessity also shows the motivation
behind foreign interventions. The fact that the existence of a successful state
depends only on the existence of a failed state. After taking the
above-mentioned baseline, the article tries to examine the Libyan Civil War.

The Libyan
Civil War fundamentally consists of two major turning points. Accordingly, the
first period ends with the overthrow of Gaddafi by an international
intervention. Continually the period -which involves post-Gaddafi power politics
and endless civil war- will form the second part of the article.

As a result,
in the case of Libya, where the central state authority was destroyed, civil
wars or struggles for power have not come to an end, and peaceful attempts have
failed to settle disputes. It is probable that the current situation will
continue until the central government authority is re-established.

Bu çalışmada,   genelde Arap
Baharı ve özelde Libya İç Savaşı konu edilmiştir. Arap Baharı sürecinin Orta
Doğu ülkeleri ve Kuzey Afrika ülkelerini derinden etkileyişi, kriz yönetimi
bağlamında değerlendirilmektedir. Bu yapılırken, modern devlet ve başarısız
devlet kavramları söz konusu tartışmaya temel oluşturmaktadır. Buna göre,
başarısız devlet olarak tanımlanan devletlerin, modern devletler sistemine
tehdit olmaktan ziyade, modern devletler sistemini yeniden üreten asli unsurlar
olduğu vurgulanmaktadır. Modern devlet iyiyi temsil ederken, başarısız devletin
