Abstract:

Housing is one of the important services in the city and is an essential component of urban development. The housing problem has global dimensions. The reason is that housing is not only a productive product but a complex and continuous interactive process that depends on a large number of variables. The most important of which is the general and private economic reality as well as the impact of the population increase, which creates a great pressure on the structure of human settlement, its fabric leading to several problems . The most important of which is to identify the land suitable and sufficient to accommodate these increases in addition to overcrowding on the services, and social and technical infrastructure of residential areas , which leads to a qualitative decline in the level of public health of the community as well as to occurrence a multiple social and humanitarian problems. That housing policy represents a series of actions aimed to solve the housing problem having a high degree of importance as it determines the workflow in future on the one hand and to replace and monitor all resources to achieve the goals On the other hand. it serves as a guidance to clarify the general strategy through which the objectives are achieved. Najaf province is one of the Iraqi provinces that witness the absence of a unified housing policy and stems from the national strategy of the state, the housing policies in Najaf province represented in contribution of the Ministry of Construction and Housing represented in the Housing Directorate of the province as well as the province of Najaf Investment Authority. There are minor contributions to the other policies defined under the National Housing Strategy, which is contrary to the National Housing Strategy determination . Housing policies must be formulated in line with the National Housing Strategy. The absence of a housing policy in Najaf province has resulted in a lot of problems reflected on the housing projects in the province as most of the projects delayed because of the absence of a policy resulted in the absence of coordination between the concerned authorities in the file of housing in the province, which called researchers to study the housing situation in the province . They reach from using the planning methods for differentiating between housing policies, that the housing policy is the best for Najaf province which makes an interaction between different policies, including the policy of housing construction (contribution of the Investment Authority + Directorate of Housing Governorate) and the policy of providing infrastructure for housing and policy support for building materials contribute to construct housing units and housing projects. The study included three chapters that the first and second chapter included the theoretical study of the housing and housing policies. The third chapter included the field study by studying the characteristics of the governorate as well as the demographic and housing comprehensive study, in addition to identifying the policies used in the governorate regarding to the housing sector and reaching to the conclusions and suggestions presented by the research.
