Abstract:

Based on the fact that the problem of relationship between the Arab media system and society and security challenges is only one of the manifestations of this current crisis and a reality in crisis for objective and subjective reasons that have pushed towards emergence of a problem in the relationship of Arab media with their societies, and this problem increases in severity and complexity and security challenges in this research, from the act of reviewing the problem the main point in our research is that in facing the Arab media, deficiencies in crystallizing a media philosophy that defines the foundations, principles, values and standards that constitute a guide or a guide and a guide for Arab media practice, by adopting theory of priority to activate the Arab media system, especially since the region witnessed great and dangerous changes during the first decade of the current century, a rise at all levels, which led to a change in political systems as a result of the events of the (Arab spring) and security challenges accompanying the Arab countries and what the Arab world has witnessed recently in terms of a challenge to Islamic extremism and the response of states’ actions towards these changes. and the role of the Arab media in light of all this, and it indicates the changing and security of the Arab media, a group of factors that have contributed to the failure to define the principles, standards, and values of the work of the Arab media system. It can be identified through repercussions of the state of warming experienced by Arab societies and the state of frustration faced by most Arab regimes and its negative effects on Arab media in thought and practice, and stormy social, economic, cultural and political changes and transformations and their repercussions on the Arab system, starting from the change that Iraq has witnessed to the term Arab spring as well as the so-called (Islamic state) and the state of anxiety experienced by Arab societies, and theoretical poverty in the field of media, and the continued reliance on western media theories, and confusion even in the localization of these theories. This research is divided into three main topics, the first topic: security challenges and effectiveness of the Arab media, the second topic: the new forces in the Arab media space, and the third topic: Role of the Arab media in facing the security challenges. The research reached a set of conclusions, the most important of which are: The security dimension: it is no longer envisaged possibility of achieving security in its comprehensive sense, or adopting an integrated strategy to combat crime away from the effective role that the media can play in this field. The political dimension: the security and media agencies are the ones closest to the political power and the political system, and the most effective in the political decision-making process. The social dimension: that the media process is not complete, and even it does not exist, it is received, meaning that the public accepts it. The educational dimension: one of features of our era is the increasing importance of the educational role that the media play in society at a time when the role of traditional educational institutions is declining.
