Abstract:

This study aims to shed light on institutional housing as a mechanism for the proper functioning of public facilities, a motivator for human resources in public administrations, and a manifestation of public authority. This is achieved by monitoring the challenges that hinder the effective management of this sector, which are primarily represented by legislative, financial, and practical challenges. Furthermore, the study seeks to propose solutions and highlight the key stakes capable of enhancing the value of this real estate asset. Most notably, these include reviewing the legal framework regulating institutional housing, digitizing the procedures and mechanisms for benefiting from it, and shifting from an approach that views institutional housing as a privilege to a managerial policy that transforms it into a performance-incentivized mechanism.
