Abstract:

. Territorial collectivities of all levels, especially basic ones, have recently come under wide critic from both the central authority and citizens who protested against the poor performances the displayed so far, and which negatively impacted the functioning of the public order. For that reason, the organization of territorial collectivities system, and the municipalities in particular, should be seriously reconsidered through effective and efficient tools, susceptible to achieve the desired goals, by tackling the different tasks and duties with utmost professionalism. Which can only be achieved by imposing an academic qualification background among the would be members of municipal assemblies, from here came the idea behind.
