Abstract:

One of the key regions where the effects of climate change are clearly observed is the Arctic. In addition to its geopolitical position, the Arctics natural resources, new routes that will open with the melting ice, and regions contributions to global climate studies in terms of research and science make it important for all countries. One of the actors directing its interest towards the region is the European Union EU which is a supranational organization. The EU, through its published Arctic policy documents and strategies, is an active player in the region. While the EUs focus on the region continues particularly in climate, environment, local communities, and research areas, the invasion of Ukraine by Russia on February 24, 2022, has brought the EUs Arctic security field, which had been more in the background until now, to the forefront. With the war, the areas of energy, economy, research, and science, which are particularly important in the EUs Arctic policies, have gained a new dimension, clearly revealing the importance of the Arctic and the steps the Union needs to take in these areas. The Russia-Ukraine war has led the EU to reconsider its security strategies and regional foreign policies. Along with the war, the Union is set to shape its policy priorities by making critical decisions regarding the regions economy, energy, research, and security. Especially security strategies and energy security priorities are among the fundamental factors shaping the EUs Arctic policies. The security risks and geopolitical tensions in the Arctic will be a test for the EU, which seeks to strengthen and legitimize its presence in the region.
