Abstract:

Purpose: The aim of our study is to make a general evaluation of the diplomatic relations as well as the intelligence and espionage behaviors of the old Turks living in the steppe geography. Those who came to the Turkish country for intelligence and espionage purposes were also taken into consideration. Method: In this study, first a conceptual framework was drawn, and then the the political, social, economic and military aspects of intelligence and espionage policies were emphasized. The basis of the study is based on the Huns, Gök Turks and Uyghurs who established states in Central Asia. The European Hun State was also examined within the scope of the study. Due to the limitations of the subject, other Turkish states and communities have been discussed superficially. Findings: Intelligence and espionage activities affected both military and diplomatic relations. In military intelligence, it is important to obtain information about elements such as the namber of soldiers, equipment and tactics. Embassy delegations are important in diplomatic intelligence. Guard units and böris attract attention as organizational structures in the Gok Turk Period. Thanks to these organizations, Turks had the opportunity to easily access information. In this context, it is possible to talk about the existence of intelligence organizations in the old Turks according to the conditions of the period. Implications: Old Turks continued their relations with other states according to diplomatic practices. Even though interstate relations were carried out through embassy delegations, the spies in the delegation tried to learn secret information and provide intelligence on behalf of their own countries. The multitude of concepts in the literature proves that intelligence and espionage practices were common in old Turks. Originality: The research provides original information about intelligence and espionage in old Turks.
