Abstract:

The Shusha Declaration signed between President of the Republic of Turkey Recep Tayyip Erdoğan and President of Azerbaijan Ilham Aliyev on June 15, 2021, in the city of Shusha, liberated from occupation by the Second Karabakh War in Azerbaijan, has become a new turning point in Turkey-Azerbaijan relations. This declaration, which was approved by the assemblies of both states and entered into force on February 3, 2022, did not only raise the relations between the two states to the level of alliance in terms of its content. In addition, a roadmap for how bilateral relations will progress in the future, some important opportunities for regional peace, stability and prosperity, and a viable model for the development of cooperation in the Turkic world. From this point of view, in this study, the text of the agreement was examined, information about the content of the document was given, the possible future effects of the agreement were tried to be revealed by examining the relevant literature and open sources, and the opportunities offered by the agreement in the emergence of regional stability and peace were stated. It has been concluded that if the provisions of the agreement are implemented, the cooperation between Turkey and Azerbaijan will continue with increasing momentum, Turkeys influence capacity in the Caucasus and even the Turkic world will increase, and peace and stability in the Caucasus region can be re-established depending on Armenias attitude. It is also envisaged that this agreement may be the founding document of a regional cooperation mechanism.
