 Summary
There is growing concern worldwide about the displacement of people in their countries because of wars or natural disasters, where they are at risk 
Both during their flight and their displacement and even when they return to their homes or to resettle elsewhere.
But the fact remains that internal displacement generally exposes its authors to further discrimination and human rights violation as a direct result of uprooting them.
In the light of this, displaced people lose their homes and property and are in dire need of seeking protection and assistance from their state .however, the inability of governments often to provide assistance to these to displaced persons has made the international community obliged to cover this shortfall and provide protection and assistance.
Through the eradication of an important body of legal norms within the framework of international humanitarian law. 



ملــــــــــــــخص 
يتزايد القلق على مستوى العالم بشان نزوح الأشخاص داخل بلدانهم بسبب الحروب أو الكوارث الطبيعية ، حيث يتعرضون لمخاطر عدة سواء أثناء هروبهم أو نزوحهم بل حتى لدى عودتهم إلى ديارهم أو إعادة استقرارهم في مكان آخر ،لكن تظل الحقيقة أن النزوح الداخلي يعرض أصحابه بوجه عام إلى المزيد من التميز و انتهاكات حقوق الإنسان كنتيجة مباشرة لاقتلاعهم من جذورهم .
و على ضوء هذا ، يفقد السكان النازحين مساكنهم و ممتلكاتهم و يصبحون في حاجة ماسة لطلب الحماية و المساعدة من دولتهم ، غير أن عجز الحكومات في كثير من الأحيان عن مد يد العون لهولاء الأشخاص النازحين جعل المجتمع الدولي ملزما بتغطية هذا النقص و تقديم الحماية و المساعدة و ذلك من خلال استئصال مجموعة هامة من القواعد القانونية في إطار القانون الدولي الإنساني.
