 يعاني التعليم قبل الجامعي في مصر من عدة أوجه قصور خطيرة أدت إلى انخفاض ترتيب مصر في مؤشر التنافسية الدولية. ومن أخطر هذه المشكلات تدني مستوى جودة التعليم الحكومي، وانخفاض الكفاءة الخارجية للنظام التعليم، وضعف ارتباط التعليم بمتطلبات سوق العمل المحلي والدولي. وفي محاولة للاستفادة من خبرات الدول الأجنبية للتغلب على هذه المشكلات حلل البحث الراهن التجربة الماليزية في تطوير التعليم، والآليات التربوية التي طبقتها الحكومة الماليزية لتحسين القدرة التنافسية بها.
وتناول هذا البحث المبادرات التي نفذتها الحكومة الماليزية لتطوير التعليم قبل الجامعي بها بهدف تعنز قدرتها التنافسية. وأوضح البحث الحالي بصورة مفصلة رؤية الحكومة الماليزية إلى التعليم باعتباره أكثر الأدوات فاعلية في تراكم رأس المال البشري وإعداد الموارد البشرية فائقة التميز. وأكد البحث أن التعليم كأداة للتنمية البشرية يقع في قلب الخطط الخمسية القومية المتتالية التي وضعتها الحكومة الماليزية. وقد استعرض البحث الآليات الماليزية المتصلة بضمان إمكانية نجاح كل تلميذ مقيد في النظام. التعليمي، وتطبيق المحاسبية على المدارس، وجعلها مسئولة عن تحسين نواتج تعلم التلاميذ، والاستثمار في تدريب المعلمين الأوائل المشرفين ومديري المدارس وتأهيلهم للمساهمة الفعالة في إصلاح التعليم، واجتذاب وتنمية مهارات أفضل تلاميذ المرحلة الثانوية وتشجيعهم على الالتحاق بكليات التربية، وتحفيز أفضل خريجي الجامعات على العمل بمهنة التدريس، وتنمية مهارات التفكير العليا. واختتم البحث بعدد من التوصيات الهادفة إلى إصلاح التعليم قبل الجامعي في مصر وتطويره بما يحقق التنافسية.
ويؤكد البحث الراهن على أهمية رفع المستوى المتدني لجودة التعليم الحكومي في مصر. وقد خلص البحث إلى أن تحسين جودة التعليم هو السبيل لتحسين القدر التنافسية للدولة المصرية. ويعتقد الباحث أن جودة التعليم الحكومي المصري لن تتحسن إلا من خلال صياغة إطار شامل ومتكامل للإصلاح التربوي. وان أولي خطوات الإصلاح هي تحسين آليات ضمان الجودة والاعتماد التعليمي للمدارس المصرية الابتدائية والإعدادية. وينطلب تحقيق ذلك أن تتبني وزارة التربية والتعليم المصرية مدخل الإصلاح المستمر لعمليتي التعليم ولتعلم. ولذا يجب أن تجرى وزارة التربية والتعليم دراسات تقويمية لقياس الأثر الناتج عن تطبيق الإصلاحات المرغوبة، كما يجب عليها أيضا أن تشارك في الاختبارات الدولية المقارنة للتحصيل الدراسي، وأن تنشر نتائج التلاميذ المصريين في هذه الاختبارات. وثاني خطوات الإصلاح هي تطوير مؤشرات الاعتماد وضمان الجودة بالمدارس الثانوية بمساراتها الأكاديمية والفنية المختلفة. ويعني ذلك أن يتم تطوير المناهج الدراسية بحيث تتناغم بقوة مع احتياجات سوق العمل، وأن يشارك أرباب العمل في تصميم المناهج الدراسية وتحديد متطلبات التخرج، وأن يتم تأسيس شراكة دائمة بين أرباب العمل وبين المدارس الثانوية. أما ثالث هذه الإصلاحات فهي الاهتمام بجودة التعليم وزيادة معدلات الالتحاق بمرحلة رياض الأطفال والمرحلة الابتدائية. وتتصل الخطوة الرابعة للإصلاح بتطوير برامج إعداد المعلمين داخل كليات التربية وتطوير برامج التنمية المهنية في أثناء الخدمة. ويؤكد البحث الراهن أن جهود الإصلاح والتطوير لن توتي ثمارها المرجوة إلا بوجود معلمين عالي التأهيل، وعلى مستو راق من المهنية التربوية. ويعني ذلك فتح السبل أمام المعلمين المتميزين لمتابعة دراساتهم العليا في درجتي الماجستير والدكتوراه، ومنحهم رواتب أعلى من نظرائهم العاديين، وربط رواتب المعلمين بنتائج التحصيل الدراسي للتلاميذ، وتطوير آليات التوجيه الفني وطرق تقويم أداء المعلمين. وتتصل خامس خطوات الإصلاح بتنمية كفايات مديري المدارس. ويطالب البحث الراهن بتأسيس أكاديمية مصرية تكون مسئولة عن إعداد الكوادر الإدارية في مجال التعليم. ويناشد البحث وزارة التربية والتعليم أن تؤسس أكاديمية مصرية تقوم بتنمية المهارات والقدرات والكفايات لمديري ونظار ووكلاء المدارس وفقا لأرقي المعايير العالمية. ويمكن أن تستفيد مصر في هذا الشأن من خبرة ماليزيا في تأسيس معهد أمين عبد الباقي لإعداد الكوادر في مجال القيادات التربوية. وترتبط سادس خطوات الإصلاح التعليمي بتطوير كليات التربية في مصر.
ويطالب الباحث وزارة التعليم العالي بأن تقوم بعملية شاملة لإعادة هيكلة كليات التربية. ويؤكد البحث الراهن على ضرورة زيادة عدد سنوات الدراسة بكليات التربية من أربع سنوات إلى خمس سنوات ونصف، وأن يصاحب هذه الزيادة الزمنية تطوير حقيقي للبرامج الدراسية بها، وتطوير عميق الجذور لبرامج التنمية المهنية المقدمة لأعضاء هيئة التدريس العاملين بهذه الكليات. ويمكن لوزارة التعليم العالي أن تعقد اتفاقيات توأمة بين كليات التربية في مصر وبين كليات التربية المرموقة في ماليزيا مثل كلية التربية بجامعة الملايو (University of Malaya)، وكلية التربية بالجامعة الوطنية (University Kebangsaan)، وكلية التربية بجامعة بوترا (Putra).

                  Pre-university education in Egypt suffers from several serious shortcomings that led to the decline in Egypt's ranking in the international competitiveness index. The most serious of these problems is the low quality of public education, the low external efficiency of the education system, and the weak linkage of education to the requirements of the domestic and international labor market. In an effort to draw on the expertise of foreign countries to overcome these problems, the current research analyzed Malaysia's experience in developing education and the educational mechanisms applied by the Malaysian government to improve its competitiveness. The research examined initiatives undertaken by the Malaysian government to develop its pre-university education with a view to enhancing its competitiveness. The current research detailed the Malaysian government's vision of education as the most effective tool in the accumulation of human capital and the preparation of highly distinguished human resources. The research confirmed that education as a tool for human development lies at the heart of successive national five-year plans drawn up by the Malaysian government. The research reviewed Malaysian mechanisms related to ensuring that every student enrolled in the educational system can succeed, applying accounting to schools, making them responsible for improving students' learning outcomes, and investing in the training and qualification of senior supervisors and school administrators to contribute effectively to the reform of education, attracting and developing the skills of the best secondary school students and encouraging them to enroll in the faculties of education, motivating the best university graduates to work in the teaching profession and developing higher thinking skills. The study concluded with a number of recommendations aimed at reforming pre-university education in Egypt and developing it in a way that will achieve competitiveness. 
The current research emphasizes the importance of raising the low quality of government education in Egypt. The research concluded that improving the quality of education is the way to improve the competitiveness of the Egyptian country. The researcher believes that the quality of Egyptian government education will only be improved through the formulation of a comprehensive and integrated framework for educational reform. The first step of reform is to improve quality assurance and educational accreditation mechanisms for Egyptian primary and preparatory schools. Achieving this requires that the Egyptian Ministry of Education adopt the approach to the ongoing reform of education and learning processes. Therefore, the Ministry of Education must conduct evaluation studies to measure the impact of the desired reforms. It must also participate in international comparative tests of academic achievement and publish the results of Egyptian students in these tests. The second step of reform is the development of accreditation and quality assurance indicators in secondary schools with different academic and technical tracks. This means that curricula are developed to be strongly aligned with the needs of the labor market, that employers are involved in curriculum design and graduation requirements, and that a permanent partnership between employers and secondary schools is established. The third of these reforms is to focus on the quality of education and increase enrolment rates at the kindergarten and primary levels. The fourth step of the reform relates to the development of teacher training programs within the faculties of education and the development of in-service vocational development programs. Current research confirms that reform and development efforts will bear fruit only with the presence of highly qualified teachers and a high level of educational professionalism. This means opening the way for distinguished teachers to pursue their postgraduate studies in the master's and doctoral degrees, giving them higher salaries than their regular counterparts, linking teachers' salaries to the results of students' achievement, and developing technical guidance mechanisms and methods of evaluating the performance of teachers. The fifth step of reform relates to the development of the competencies of school principals. The current research calls for the establishment of an Egyptian academy that will be responsible for preparing administrative cadres in the field of education. The research appealed to the Ministry of Education to establish an Egyptian academy that will develop the skills, abilities, and competencies of heads, principals, and deputy heads of the school in accordance with the highest international standards. In this regard, Egypt could benefit from Malaysia's experience in establishing the Amin Abd El-Baqi Institute to train cadres in the field of educational leadership. The sixth steps of educational reform are linked to the development of colleges of education in Egypt.
The researcher asks the Ministry of Higher Education to undertake a comprehensive process of restructuring the faculties of education. The current research emphasizes the need to increase the number of years of study in the faculties of education from four years to five and a half years. This increase should be accompanied by the real development of the study programs and the development of deep-rooted professional development programs offered to the faculty members working in these faculties. The Ministry of Higher Education can conclude twinning agreements between Egyptian faculties of education and prestigious colleges of education in Malaysia such as Education Faculty at the University of Malaysia (University of Malaya), Education Faculty at the National University (University Kebangsaan) and the Education Faculty at Putra University.
