Abstract:

The unionism in the tourism sector – accommodation and food and beverage services which has a significant share in the gains of Turkish trade union movement, began to weaken as a result of the economic and sectoral conversions by the 1980s. The chronic employment problems of the sector, also, worsened during this period. In years when union organization was relatively stronger, working conditions could be regulated in favor of workers through collective bargaining processes, the dramatic weakening of unionization in recent decades caused the severity of these problems to increase, and at the same time, made the solution much more difficult in the deregulated market environment. The mutual interaction in the form that inadequate unionization increases employment problems, while the negative working conditions weaken unionisation creates a vicious circle for the development of union organization. However, due to its role in protecting the labor force employed under exploitative conditions without legal protection, it is imperative that union organization be provided as an accessible right for all workers. For this reason, the state, as social rights provider, must take the necessary measures in this regard and fulfill its role as a balance between the employer and the employee in the sector.
