Abstract:

The transition from the classical Soviet system of governance to a multi-party parliamentary structure has helped to heal the deep wounds of the past. Within a quarter of a century, significant developments have taken place in the education system, health system and economic understanding, and a Central Asia integrated with the world has emerged. Changes have been observed in the fields of education, agriculture, administration it is the system that changes the latest, health, culture and technology, and the income level of the people has started to increase. This young generation, educated and sensitive to democracy, tried to change the government in each country and to govern their countries in line with their national interests. Over time, the shackles of the Soviet ideology that shackled the feet began to break and the Turkic republics began to take their place in the world arena by acting with an understanding of governance independent from Russia. After learning the ruthless system and rules of capitalism and abandoning the communist mentality, the new management tradition of Central Asia took shape. After completing their education at the best universities in the USA, Europe and Turkey, Central Asian youth returned to their home countries after working in these countries for a while and gaining experience. By removing the last representatives of the Soviet ideology from their posts, they will take critical positions and make sound decisions. In our research, what happened in this long course will be analysed and its multifaceted effects will be evaluated and syntheses will be made and the change will be tried to be revealed in different aspects.
