The world has known many developments beginning with the agricultural revolution, passing through the industrial revolution and arriving at the information revolution which has come to represent a global objective which is desired to be reached and accessed, especially because the information society is establishes a basis for spreading knowledge, producing it and using it efficiently in all areas of societal activity. This is what lies behind the efforts of the states to realize this pursuit as a fundamental objective to reach a high knowledge-based society.
The e-society is a stake which the Arab states are striving to reach via various means, in light of the successful experiences of the western countries. This is what pushes them to be interested about the new thoughts, foremost among which, is modern technologies, which represent a stake that will improve public services and build a high electronic knowledge society, which will permit it to join the advanced states which are experiencing major development in this area.
