Abstract:

In this study, the problem of identity crisis in public administration is discussed. Discussions on identity in the discipline of public administration have continued to exist since the emergence of public administration. It is known that the expression of identity crisis in public administration came to the fore with Dwight Waldo for the first time in 1968 and this expression is frequently discussed in the public administration literature. Within the framework of the traditional public administration and new public administration understanding of what the field of study of the discipline of public administration should be, many different approaches such as new public administration movement, new public management, new public service and neo-Weberian state developed. However, these new management approaches, both influenced by each other and emerging as the repetition of each other in many respects, could not provide a desired solution to the identity crisis problem in public administration. The aim of the study is to draw attention to the fact that although many approaches have been developed to solve the identity crisis problem in public administration, the identity crisis still continues.
